As Mr. Rapp will then be performing the duties

previously discharged by a permanent clerk, and as it is

quite certain that no reduction can be made in the Staff by

dispensing with the services of either of the Temporary Clerks,

I have to recommend that Mr. Rapp who has given satisfaction

in the discharge of his duties he placed on the Permanent

Staff on the 1st. January, 1904, with a salary of $1,200

rising to $1,800 per annum by biennial increments of $60.

In the 12th. paragraph of my Despatch

29/53 No. 252 of the 10th. July, 1901, I proposed that the question

of Mr. Rapp's employment on the Permanent Staff should not

come up for consideration till 1906, but in the circumstances

mentioned I would ask that the matter be considered now.
